Temporary Foreign Workers
The Temporary Foreign Worker Program (TFWP) supports Canadian employers in industries such as agriculture by helping them respond to labour shortages. Through the program, employers can recruit both skilled and unskilled workers from abroad to fill roles that cannot be met by the domestic workforce.
Agricultural Stream
The agricultural stream allows employers to hire temporary foreign workers (TFWs) when Canadians and permanent residents are not available. To qualify, employers must meet two criteria: production must be in specific commodity sectors, and the activity must be related to on-farm primary agriculture.
- Low-wage positions: employment duration up to 2 years
- High-wage positions: employment duration up to 3 years
- Employers must submit a Labour Market Impact Assessment (LMIA)
- Wages and working conditions must meet established standards

Seasonal Agricultural Worker Program (SAWP)
To qualify for the SAWP, employers must meet three criteria: TFWs hired must be citizens from Mexico or participating Caribbean countries; production must be in specific commodity sectors; and the activity must be related to on-farm primary agriculture.
- Participating countries: Mexico, Anguilla, Antigua and Barbuda, Barbados, Dominica, Grenada, Jamaica, Montserrat, St. Kitts-Nevis, St. Lucia, St. Vincent and the Grenadines, Trinidad and Tobago
- Work duties must be performed within the boundaries of a farm, nursery, or greenhouse
- Consistent with NOC codes: 0821, 0822, 8252, 8255, 8431, 8432, and 8611
- SAWP operates according to bilateral agreements between Canada and participating countries
